I think that the urban (planning) conflict is a conflict about (caused
by) space element: territory development, or degradation, changes in
value of space.
I know about "public participation", but in reality of Russia, for
example, it is problematically to build "community" with clear program
and position. This work may be should be done by the architect/planner/
designer. In the era of young market and capitalism the conflict
between private and city interest is managed (and won) by main
stakeholder (private and rich) - who pay money to planner. And when
developper in small town, having a territory, go to architectural
bureau, he thinks about big areas of building, not about quality, only
about quantity. Architect draw it near the boundaries of area -
without any pedestrian links through the building or its territory.
It's a simple example.
