San Francisco is trying to figure out how to fix their "city's
oft-disparaged transit system". The are finding only a fraction of the
transit system carries a lot of people. I guess they did not care very much
since they had not even looked at usage in more than 20 years.

They should also consider costs in their study.

The have a pot of money and they say they will spend it all.

San Jose is also trying what to do to make their system run fewer empty
busses and trains. The California legislators has drastically cut the
money going to transit and moved the money to the general fund.

The transit agencies are probably being forced to reconsider what they are
doing because of the loss in money.

They are true believers in transit and way too ignorant to do anything that
is rational or cost effective.
